When playing a match I noticed an m3 Stuart still alive. after i switched to it the tank had the decals of a red army tank. I know I don't have my facts wrong because the M3 was definitely American. I even checked in-game to make sure and it was on the American tanks list. Ill post some pics of the bug for proof. It only seems to happen when you are viewing other players not when you are driving the tank.

There was a promo code set that gave away the "Soviet" M3. I have one.
Its a basic M3, nothing special other than the russian red star emblem.

The M3 Stewart "Bug" that you mentioned is actually made on purpose. In Soviet Russia, they received "lend-lease" M3's from America. These "lend-lease" Stewart's were slightly better than stock M3's, but worse than the a elite M3. In the game, the M3 was a gift given to people who had the M3 promotion code from another website.

besides that (IGN web page to be exact) when you finish tutorial, as a reward you will get one too.
