Interesting: the IS-4 seems to have a 122 mm "M62-T2" gun, rather than the 130 mm S-70. I'd love to know the characteristics of that gun. Also, apparently, you need to upgrade from the Stock D25-T gun to the upgraded gun on the IS-4, similar to the E-100.
If this is the same D25-T gun as the IS, that could be painful. I would imagine, though, that the upgraded gun should be researchable on the ST-1 if not the KV-4.

Yep, key change I see is that IS-4 is loosing S-70 and gaining a variant of the 122mm cannon. Probably faster/more accurate version of BL-9.

Question: I have the IS4 elited with IS7 researched/unlock but not purchased. Will IS7 be unlocked when the patch is implemented?

OverLord stated that it will keep the S-70, but gain another option for a gun, similarly to E-100s 128'mm and 150mm cannons. However, it is possible that the developers changed their minds and decided to leave it with 122mm option only.

So if you have the IS4 in the garage at the time of the patch, does that mean that you will get the IS8/T10 as a replacement Tier 9 tank? I am confused....

If the tree to the IS-4 is going to be anything similar to the way the IS-4 tree is going to the IS-7, wouldn't the gun be slapped right in the upgrade path to the next tank? What is the logic behind putting a 175 Pen gun on a tier 10 tank ???

Yes. If you currently own the IS-4, you'll get the tier 10 IS-4 as well as a new IS-8 and garage slot for it.

From the developer answers in the RU forum (link above):
-IS4 will have two gun options like E-100: D-25T and M62-72
-You will be able to research M62-72 on IS-8
So IS4 will have two guns options, but not really like the E-100. Since you can research the top gun at T9 then you won't really have to grind the IS4 to get the top gun (I imagine it would be really hard to grind Tier 10 with a Tier 7 gun...)

To try and negate some of the "russian bias"? That or they are going to buff the Pen/RoF for it on the IS-4 and make it like a crazy E8 gun.
