The dev reason is because the gun is mounted on the BatChat, a tier 9 and if you compare the gun to other tier 9 meds you will see it is quite balanced

Actually, i think the lorraine has such high pen because its role as a specialized HT killer/flanker requires it. It can't do much else, unlike the LT's and the Bat because it is probably too big to scout well. I use my 13 90 as an almost pure flanking tank, almost always against heavies and TD's. The lorraine was probably meant to take on ALL HT's and TD's in the game in its role, but get rolled over by mediums. The way i see it, it is a sole-purpose anti-heavy/TD tank.
