I have to disagree with you. The 13-90 is an amazing passive scout in Tier 9/10 matches.
Move up to a good scout location sit back and light up most of the enemy's tanks. Let the battle get heated then pop out and finish up those wounded hvys. Personally, sitting back in a TD roll is a wast of the View/signal potential of this great tank.
If u are smart about it u can pick a good location and passive scout an entire enemy flank. Most of the time my team will know every enemy tank the have to deal with on a given flank.
Also, the 13/90 has a great gun but it will still have problems trying to pen the front of most Tier 9/10 heavys, using them in a TD roll means most of your shots will be directed at the front of most tanks.
I think most of the people saying the tank is a terrible scout are the ones trying to active/suicide scout with it. Those of us that like to passive scout know just how amazing the 13/90 is at doing that.

I am personally glad that I didn't sell the 13 90. Only after going up a tier did I realize why the Lorraine has a better gun, more hp, more horsepower/weight ratio and still deserved a better matchmaking

RLD times for the 13 90 wasn't changed, only between shot time was increased by about 0.25 seconds...And my 13 90 still outperforms the Lorraine by a huge margin and was unaffected by the nerf
