I only have about 40 games on my IS-7, but I noticed a trend where often enemy IS-7 drivers single me out and we end up in a 1 on 1 brawl, pretty much ignoring anything else that might be happening around us.

I never noticed anything like this in any of my other tanks. Is there some sort of unwritten IS-7 code of conduct where you are obligated to fight other IS-7s before any other tanks?

As a tier 10, you are a priority. That's all I can think of.

Well I do tend to single out other Tier 10's when I am top of the team in a tier 10. Depends on the map of course, but if it is practical I will try to deal with the top tanks when I am the top tank.
