Said this more than once: yes I would be willing to wait some for better MM, though it's been surprisingly good lately for me (doesn't hurt that I've been mostly using the Hellcat to grind credits, which can hurt most anything anyway, so "fair MM" is more lax than for most other tanks I've played).

Matchmaker has alot of options to make it better.
5v5 and 10v10 matches, lower tier spread to 2 tier(tier 6-8 matches, example), wait longer for que than .5 seconds.

a longer queue is not necessary for better MM. A 3 tier battle spread would shuffle the matches tanks get in, not change the inherent numbers on the server. and thus no extra time to wait would be required. In fact a 3 tier battle spread would only encourage more players to stick around as they would finally stop being thrown to the wolves every single round.

I'm sure they had their consumer insights folks study this to determine if the majority of players would rather get in a game quickly, or have a tougher time in the tiering.
CoD came to the same conclusion, as a new player is thrown in with level 70's and folks with mulitple prestiges.

no the majority of people would rather have better matches and wait a little more time. The reason this doesn't happen is the devs are running a business model centered around metered misery leading to players being encouraged to buy gold to reduce the pain. A smooth running MM would make this game enjoyable for all increasing profits by a large margin, but the devs are too stuck on their current business model to realize just how ass backwards it really is in a medium filled with so many choices.
