Graphical glitches

Everytime I change my video setting. For FIVE seconds, my screenshot looks like this.
5 seconds later...(see my tank)

Problem here: I had video card update on the day before 7.3 patch came. I did not play that day, but played on the day patch came. So for a while, I was thinking it's Wot's end issue here. I recently had another video card update this morning....problem remains here. I have a feeling this might be on my end's issue here...
Any tips? (edit: links fixed)

None of the pictures are showing you may want to fix it and i have no idea what you mean.

Apparently I have an issue. My AMD Catalyst refuses to update. Currently, it is 12.3. It detected there's the latest version available to download. This version is 12.4. I downloaded it and successfully installed it...however, the version still show 12.3, not 12.4..and it still manage to detect a "newer verison" again despite being installed few minutes ago.
I also did this again last night, so the restarting computer solution doesn't work. I'm not sure what's going on here. Seems to refuse to ACTUALLY update to 12.4.

Did you restart your computer? I have been having these problems recently also... So annoying support won't help.
