Any image editing program such as GIMP, Photoshop and paint.net would do. Photoshop needs a dds plugin which you can google or check out NVida for it.
you also need to have knowledge of zip files, since the source files will be coming from the packages in the installation, which need winzip/rar/7zip to open and extract.
Take note though that GIMP has certain issues in saving skins so if you plan on using GIMP, be sure to have paint.net as well for resaving.
finally, there are many tutorials in this section of the forum. seek them out and read them.

^ What he said. It's pretty simple once you get into it, and then practice makes perfect. I use Photoshop myself, and a DDS converter.
If you plan on making skins for tanks you do not own, look up the Tank Viewer as well. It's around here somewhere...

The tank viewer has been taken down here (and I don't like that decision by WG, either). It is still going on the EU forums, or just google search rextimmy and get to his site.
It's invaluable for a skin-maker.
One thing you are going to run into and need to wrap your head around is the act of editing the textures of the tank on a 2D image. You don't just have a 3D model ready to paint, it's a 2D "map" that "wraps" to the "shape" of the tank. Man, I blow at explaining things...but if you get it, then that's the gist of it.
