Personally, I actually see that as a feature: I don't think they want the exact same teams/players involved in every single portion of the game.
It would be nice for the players (and probably increase competition), but really, the current setup also allows more players to be involved in the tournament scene and more people overall to have chances to win gold.

How about a Gift tank or Freemium Skirmish?
Wargaming has given us four Gift Tanks, Tetrarch, LTP, T1E6, T7 Car, with another coming up the Mk VIc. With the exception of the LTP they are all tier II. So say each team gets 15 points. That would be 7 players. Another restriction is each team can have only one tier III. Also each team may bring a max three of a kind, aka only three Tets per team. Do it on an open filed map, like Steppes or Malinovka.
If your worried about there not being a big enough pool because so many have sold their Freemiums then you could expand the pool to include other tier II & III premiums that have been gift tanks at one time or another. Such as the M3 Light, Pz38H735(f), T-127, T2 Light, Locust.

More even tier like IV, V, VI you get into higher tiers with lower tiers lower don't have a chance of success in game play I like all the maps that's something that the Gods to be make that choice.

I suggest that when creating a skirmish that for any team size under 10 please choose only encounter maps.
The reason is I find standard maps with few players lends itself to camping by most teams and takes the fun out of the event. However Encounter mode means one cap and forces the battle to centralize around a location neither teams spawns at. Which tends to force an engagement at some point.
Although it would be interesting to use assault maps too if you could allow the attacking team a tier/player advantage!

10v10 all teir 6 and allowed 3 heavies 3 meduims 2 tds and 2 arty . on the karelia map
