In response to WHX, I also have the IS with 109 battles. 146 kills, 70% hit ratio and 57% win ratio. I guess it means less on hit ratio and more on kills which affect the win ratio.

As someone who regularly takes high-DPM, low-alpha guns and kills things at >400m, I disregard hit ratio. I prefer dead enemies over raising a stat that isn't really good for anything but bragging rights.

I think the upshot is that hit percentage is useful to look at as one statistic among many, and as a general indication of your accuracy and shot selection. If you're in a heavy tank that fires 6 rounds per minute and your hit percentage is 30%, you have a problem. If you're missing that much then those that are hitting are probably not high quality shots either that are doing good damage to weak spots. If you're above 70% on a consistent basis, then you can ignore the statistic because you're in the "good and above" category. You're probably missing on longer range shots or close-in dogfighting or pot shots on the run and that's to be expected.
There's no doubt that once you can reliably lead a target and hit a target at range within the capabilities of your gun that you want to focus on doing as much damage as possible with each shot, and that comes from learning weak spots and positioning tactics for starters.
I don't really look at my hit percentage anymore. I look at my damage per game and kill/death ratio, and then filter it through what tank I'm driving (mobility, type of gun, etc.) to determine if I'm doing well and/or improving.
As with all statistics, WoT stats mean nothing in and of themselves. They are only useful to the individual if they know what they mean and how to interpret them.
