T-54/Type 59/T-44 rotation speed

Looking ahead a bit at the stats of the later USSR medium tanks as compared to my Type, I've noticed that all three vehicles have very good hull and turret traverse speeds.
T-44: 46/49
T-54: 48/45
Type 59: 45/45
So my question is: What can I do to exaggerate this particular strength? Does engine power & ground resistance affect my maximum rotation speed? Are the listed numbers the maximum possible values? Would BiA & Vents affect this? Would Lend-lease oil or the suspension equipment upgrade? If my tracks are damaged, does my traverse speed decrease?
I'm interested in knowing the answer, as I think it would also apply well to the artillery I play too.

Tracks, Engine, Driver skill, and ground all effect how quickly you can turn.
BIA and Vents would increase your Driver skill thus increasing how quickly they can turn, also Clutch Breaking would help as well.

Note that while getting the upgraded suspension does affect turn rate, buying the equipment 'torsion bars' does not.
