I was desperately trying to grind up the French TD line to get to the Foch before it goes tier 10, and then today I look at the updated tech trees to find out that there will be 2 Foch's.

AMX 50 Foch
AMX 50 Foch 155

This really disappointed me, after all the effort I have put into going to the Foch, just to find out I'll have to do it all over again to get the Foch 155.

Is there, by any chance, a possibility that people who have the Foch will also get the Foch 155, or no...? In all honesty, I doubt it, but it's worth asking.

Why would you expect that? They're adding a tank, not changing current ones.
