I go AP with a small reserve of HE for armor I can't pierce.  Works for me.

Me too. I actaly use 130mm on IS-4 and have AP but on some tank they bounce so for that I have HE, but HE are not effective as are AP.

A 2:1 Ratio of AP to HE works well.

Due to armor sloping, there are a few things it can't penetrate well, so HE still is a good thing to have on hand.

I seem to get thrown into battles with Jagdtigers, Maus, IS-4, and IS-7s so often that I keep at least 20 rounds of HE on hand.  It's come in VERY useful.  Bagged an IS-4 that way.  It's not a bad HE round.  You'll never go through 40 rounds of AP anyway, so having 20 rounds of HE is always a good idea.
