As we know the loader skills/perks are horrible, so Ive made a few and changed the existing ones a bit.

Adreniline rush: If your tank is at 10% using the loading boost is impratical because you will probaly be kill in like 2 seconds. What I propose is for it to be a 10% chance for the shell to be loaded instantly.

Safe Stowage: Turn it into a skill.

Intuition: Make it stack for more loaders.

Improvising(or a better name because I dont have one) skill: Load 20% faster with a damaged ammo rack to compensate(loader equivilant of recon and armourer).

Explosive expert perk: Your loader tampers with the shells before the battle to make your shells do 5% more damage.

Compact loading perk:  Load 20% more shells.

Any more ideas?

Yea and there should be a copper plated tip equipment piece that increases penatration by 10% but costs 3 in gold per shell to go with the explosive expert one, but I agree highly with the skill suggestions you posted :)

Another perk I  thought of

Already prepared: Your first shot is already loaded when you enter a battle(Its pointless but its an new idea!)

couple more

extra gunpowder: increase pen and damage by 10% increase reload times by 20%

ammo inspection: reduce pen and damage rng   from +-25% to +10% / - 5%

best quality: gun will always fire with the best pen/damage roll posible but reduce ammo load by 50%

repetitive task: (only works while stationary) each time we shoot reduce reload time by 1% (can stack up to 50%), if the tanks moves or the shell is loaded and not fired in the next 5 sec reset the stack.

That might actually be a bad idea. Picture a T8 arty (or multiple arties) firing a round into the enemy's spawn right at start of match and killing people less than 5 seconds into the game.

I like a lot of these ideas, however at the moment, WG seems to be steering clear of perks that manipulate the quality of your penetration and damage. They seem to be favoring perks and skills that are more situational, besides BIA. Still, +1 from me.
