Because the time it'd take to level up to 50% takes like a handful of games (as seen when training secondary skills up to 50%).

Also.. the play experience sub 50% would be so unplayable.

Simple answer it is a incentive to spend gold, having said that it is also a accurate representation the more experience a crew got the better they would have been.

I'll throw my "I've seen bad game design in every MMO since EQ and know some programming concepts" in.

It went from 0% to 100% in pre-alpha, but they realized it was largely unplayable with untrained crews, and decided the easiest change was the starting value rather than redesigning the scale.
