On two of my TDs, the crews are at 100% and 100% camo skills.. I have bought the Camo-nets..
My question is, in the garage there is an option to to buy temp or permanently, a camo Paint job for tanks..

These look good, but before I spend any gold, do these "Paint Jobs" help your tank as far as in the game?

Or is it it simply a cosmetic thing that has no affect on overall in game Camo and help in being stealthy

They're cosmetic, though in some far flung future update they MIGHT be changed to help your camo rating

Also you may want to consider now converting some of those skills to perks that are only active at 100% with that gold. I love having sixth sense on my commander, - it not only shows me when I am spotted, but also tells me when there are tanks present when I am moving that I didnt see.

Just to clarify, your tank has an unknown to you camo value.  Your crew and camo net all work to decrease that value by a specific percentage.  The problem is, if your tank has a "weak" camo value, all the skill in the world really won't help that much.  (5% of 0 is still 0...)  Jadgtiger for instance has a camo value somewhere between road flare and a fireworks finale...
