Tanks in game do have much weaker armour on the top of their hulls and turrets. I've dropped arty shells - and had arty shells dropped - on the top of T8s that did almost full HP damage because it hit their weak top armour. And if you get enough of a height advantage, the roof of the hull or turret is an almost guaranteed penetration for a much lower tier tank (most commonly seen on Mines if you get on top of the hill).

Open topped tanks ARE much more vulnerable to artillery and HE shells in general. Try driving a Dicker Max and losing 300 HP and 2 crew from a T4 arty shell that missed you by a tank length.
