I've been meaning to ask - is that feature supposed to be functional atm?

Yes it is. If it doesn't, reload the page. If still it doesn't, report it to us, we would be happy to fix it.

It's never worked for me on any page, and I tried it with IE and Chrome.

i am using chrome also and works for me, make sure ur not clicking a tank that is a gold tank or beta test tank, something that isn't upgradable

Might need to have Java installed. Not sure on that.
