If what I heard was true, then you can make "custom emblems" on this game (I'm still download and installing World Of Tanks).

If thats the case, am I allowed to like "draw" on it or simple just move basic figures and implement them as my "custom" emblem.

P.S: If what I what I heard is true I'll enjoy making an Anime Emblem :D

No you cannot. Currently there are only Clan emblems that are submitted/approved. In version 8.0 you can add emblems/sayings from a list.

Awe from a list? I was hoping you could customize it. I wanted to put on the side of my GW Tiger "You Light 'em, We Smite 'em"

lol ("You Light 'em, We Smite 'em") thats one of the biggest things missing in this game is customization. it would be 10times more fun if u could customize ur tank, like color etc.

Having played 8.0 beta, I think it's safe to say that the new customization features are, at the very least, satisfactory. The one think you'll probably need to know, especially regarding your Tiger B, is that any slogans you choose to put on your vehicle will be in that nations native language. Only american (and probably British) tanks have English slogans. French tanks have French text, Germans in German, etc. The new icons, on the other hand, are universal (at least, as far as I've seen)
