Easy.

From 0% to 99%, nothing happens.

At 100%, it works.

It's a PERK, not a skill. Perks only work at 100%. They light up at this point and are easy to see. Alternatively, hover the mouse over the description and the magical pictorial will sprout additional info which will contain the word "skill" or "perk". That's how you tell them apart.

It's a PERK skill. PERKS only work after you reach 100%. Hence, it is often practiced that people will train something like Repairs in the meantime for their 1st skill, then once it reaches 100% they'll use gold to retrain that skill to 6th sense. Or if you use the 20k silver option, wait till the next skill is 40%, then retrain the crew member's skill and it'll drop down to 100% and you can pick 6th sense. The reason to do it this way is the fact that while the skill is training, you at least get the usefulness out of Repair/Camo whatever instead.

A perk that lets you know when you're spotted even if you can't see any enemies

Yeah, horrible deal /sarcasm

The way to deal with it is like this:

1) Train a skill to 100%.
2) When the skill hits 100, choose a perk, Sixth Sense for example.
3) When that perk hits around 30% or so, drop all skills/perks, choose the 90% option, it's 20000 credits per crew.
4) Choose that perk, it should pop on at 100%.  Choose a skill, and go on your merry way.

You get the benefit of the skill, and then you get the perk at 100.  Efficient.

There should be a polar opposite perk of Sixth Sense, something that prevents the enemy from knowing you spotted him.

It's called Camo. Lots and lots of camo. And extended view range.

The problem is not being seen by the enemy, that is what cover and camo is for, the problem is that the enemy knows you see him solely because of Sixth Sense. The only effect of the proposed perk is to cancel the effect of Sixth Sense. It would have no other effect. As TD driver, I would want both of these perks.

A perk whose only effect is to cancel out another perk is a bad idea.
