need limit on arty caps I don't care about nerfs we need limits arty should never out number the other tanks.

arty need a buff you know why BECAUSE A TIER 4 ARTY XP To get to the next tier is a tier 5 to 6 so arty needs a buff and nerf the KV-1S and that is it
