Why are the sheriffs in "who shot ther sheriff" events platooning with other players - clan members?
I've already seen this twice.
Sorry but I don't have a screenshot of it currently but the next time I see this I will.

You may platoon with friends, but NOT other sheriffs.

Is there a rule against it?
No, only that sheriffs cannot platoon with other sheriffs.. May I suggest that you and the OP read over this?

why does it matter? those that platoon with sheriffs will not gain prizes (unless there is another sheriff on the other team)
the only time one get a prize is if the sheriff is on the red team, AND you make the killing blow.

It matters out of curiosity. We learn by asking questions throughout our lives, right?
I asked this question becuause of that matter.

Almost all are volunteers from the COAF and their friends.
Not all. I am not on COAF. I don't know anyone on COAF. I got involved in the "suggestions" forum as I thought I had some ideas that might be cool to see used. Over time, I decided I wanted to do more, so I simply asked who was in charge of volunteers, then asked that person if they needed any help. I wasn't immediately offered anything, but over time and over conversations ingame and inforums I got to know them and they got to know me. Eventually they offered to let me help test. It wasn't anything special, as EVERYONE can do the opentests(as in the recent 8.3 'Chinese tree' tests). After providing feedback over a few of the OpenTests, I asked if I could get on a list for Sherrif...and here I am.
Go find those people...offer your help...and follow through.
