I am interested in using skins. Are the legal and if so how can I download them. I do not want to break any rules.

Yes you can. Only you can see them including hit box skins. Search Internet.

they are legal, you can use all you want, but remember if you apply a skin from a external site, no one else on your team will be able to see it, all tanks (for eg, if you put a skin on a stug, all stugs in the game) will have the skin. google WoT skins, you should find a russian site that you can translate with google. ton of skins there .

I recommend using Paint.NET (free) when modifying your skins (unless you already own Photoshop).
