The other WoT forums never had negative reputation removed. It was removed from the NA forums due to:

This has been brought up before. About 4 days ago. NA server is awful. Full of whiners and negative button abusers. I'm sure they wish they could remove the report button as well but that would be too much. That is all.

The very fact that they had to remove the neg rep button on this forum only kind of says alot about the mentality of alot of this forums users

if they could deal with the -rep trolls, alt account abuse and all the other childish BS that was going on then yes bring it back.

I like to think that people use the neg rep button as a surrogate for inflicting physical violence on a user they/you/we/I don't like.
But I'm indifferent to having it. On the one hand, people can ask questions (be they stupid or not) without being afraid of getting near permanent backlash (if they are afraid of negative reputation); But on the other hand, I can't neg rep people instead of telling them verbally how bad their comment is.
