Does the camo perk work while moving?

Perk yes.
Camo net no.

Well when you train your crew in the camo skill, camo will still be active while you are on the move, camo net is only active if you are stationary for 3 seconds and immediately deactivates when you move, look on wiki on how to calculate your vehicles base camo
