I found this post just today: (having downloaded the software previous to finding this post)

The author no longer maintains or distributes the software, but I'm making version 1 available here:


Features:
  • You can view a 3D model of all tanks out-of-game (even tanks you do not own)
  • Tanks include normal in-game textures
  • You can preview tanks with camoflauge, and damage
  • You can view the detailed locations of armour thickness of any tank
  • etc
Just download and extract the file linked above. Run the program from one of the two extracted folders (it will extract a 32 and 64 bit version). Click Settings > Preferences, change the WoT path to point to your WOT installation directory. I've only used it one night, but it seems to work very well. Personally I'm exceptionally picky about what my tank *looks* like, and this is a great way to preview tanks.

You can use the test server, but its not always available and won't run simultaneously with your WOT client.

To any new users, don't be put off by the Beta thing. The previous 0.x series was in development for well over 12 months. The current 1.0 Beta has been in development for nearly 7 months, it should be very stable.

I find it quite useful in studying weak spots.  I use Lemon96's weak spot skins installed into their own directory and just set the viewer to use that as the mod directory.  That way I don't screw up my game with those weak spot skins.

Excellent utility!

Don't forget you can also change the viewer to collision mode and you can see the exact armor values too. If you click on an actual armor value you can show just that value on the tank.

This is awesome. WG announced this feature in 2012 but postponed it again and again.
