What tier of tank is considered seal clubbing. I was recently playing my is-6 ( tier 8 ) and some guy said I was "seal clubbing". Am I not supposed to play tier8 or something?

Any time a seal complains, you are seal clubbing.

Mainly very low levels. I would say tier 4 and under.

I think seal clubbing means ( this is my impression of it) is picking off weak and dying targets and not going for the strong and healthier targets

If you're playing pubs, you're seal clubbing. If you're playing TC's, you're WR padding. If you're doing CW only, you're a no-life nerd who spends 8 hours a day doing nothing else.

I'm sorry, but there's no escaping denial.

That's just called kill stealing.

No it means killing noobs or new players in low tier tanks

Seals can be found on every tier, for example T110E5 spamming HE can be considered a seal.

Using lower tier tanks that are considered overpowered or above average on the power scale, loading gold, and then going to town all new players.

A good way to relax after a losing streak due to garbage teammates.

No, seal clubbing is when an experienced player plays low tiers where there are lots of newer players.

As long as one side has better players, in a purple platoon and securing top tier tanks in a Random Game they're your seal clubbers.
Regardless what tier you play.
Take example such as this to help at least debunk every misconception you heard in the past.

Don't worry about "seal clubbing" its just some made up thing contrived to keep players from getting high win rates.
There are 10 tiers and I recommend you play all them at your own personal pleasure. Don't let some noob dictate what tiers you should play to "fit in".
Also there is nothing wrong with platooning with good players so don't feel guilty
