Thats a Neubaufahrzeug, the prototype german tank from pre-war, the only multi-turreted design the Germans made.

It was a Panzer 4 with a really odd engine, I think it was something like hydrogen powered or something, I can't remember fully.

Basically yeah they tried to take some of the best qualities of existing tanks and combine them. Really not a bad design all in all

You guy got it. Hydrostaic Panzer IV It was a design test mostly, Turret and drive powered by hydraulic.
