Necroposting aside, the BT-2 has the best power to weight ratio of any tank in the game. Combine it with a RSG and you can do 40+kph up the hill on himmelsdorf.

This thing gets up to speed fast as well. It may be the quickest tank in WoT, tied with the T-50-2, which is quite a bit more agile. All the other tanks that hit 72 do not accelerate as fast as these two do, but I would have to say in my experience with fast tanks, the VK 2801 gets up there pretty quick as well, but it's for sure slower then those two. The A-20 is completely and totally outclassed by the T-50, which is just better.

For example, based on the posted numbers, the A-20 should be incredibly fast. Yet several other "slower" tanks can keep up with it.
What would be helpful would be if WoT posted the normal top operating speed instead of the absolute.

Tier 1
Although the Renault FT has better accel, your betst bet would be the T1 Cunningham (41 km/h, 17.56 hp/t)
Tier 2
Good contenders here....
T2 LT 72 km/h, 34.87 hp/t -- For fastest top speed and second best accel, as well as good maneuverability and lightweight. Also, nice armor.
BT-2 55 km/h, 42.02 hp/t -- Straight accel beast, but with lower top speed, slightly heavier, so maneuverability should be slightly worse, but not by much.
M2 LT 58 km/h, 30.00 hp/t -- Nice third member for a winning podium. Has worse armor than those above and only carries autocannons, which means your shooting strategy might be slightly different from the other tanks.
Also, there are other nice and fast lights, as well as 1 medium, 2 TDs and 1 arty.... nice tier for fast battles.
Tier 3
BT-7 (60 km/h, 33.54 hp/t) has light armor but good guns, which should help with the tougher enemies.
Tier 4
Pz II Luchs is a nice opcion in the heavy turret config (60 km/h, 28.08 hp/t), but becomes a beast with the light turret and the new autocannon with 95 AP pen (30.328 hp/t)
A-20 (72km/h, 28.39 hp/t) has nice stats compared to the heavy Luchs, has a good pen cannon and a nice derp, so combat style depends on you. Recall this receiving little love when I started playing, but it was a nice tank to drive.
T-28 (45 km/h, 29.27 hp/t) gets extra points for being a Med. 17 tons for ramming, 112 AP pen cannon, 164 alpha derp cannon, and better matchmaker than the lights of its own Tier.
I won't discuss on Tiers 5 and up, since that defeats the "first tier" part of the thread's name.
Also, as a half-disclaimer, I hae personally played with all of these tanks but the premiu and the medium, although most of them were before physics were set into the game. These numbers come from the wiki, with the exception of the Luchs, which I confirmed last week in my garage.... and it still is amazing to play with the light turret.

Actually fastest light is the German Tier III Pz.KpFw.1 Ausf. C at 79 mph which makes them spin trying to shoot you and lets your buddies get Medieval on their buttocks. The first time I saw one of these go flying across the map I said "I gotta have one of those". Great spotter and not bad gun, etc. I love the fast tanks for spotting. Another fun one at a higher tier is the Chinese Tier VI T 64 which does 72 mph. It has a good gun (76 Caliber mm) too. Speed isn't everything as pointed out here but I think spotters are important and fast is critical if you don't mind being cannon fodder and like to go out front and spot. I have spotted as many as 11 and lived through till the end.

PZ ICs are the fastest and way to OP for a tier 3 I mean come on a 8mm MG that penetrates better than a 20MM plus it has more than twice the armor of a PZ 1 and goes twice as fast!! that is a little too unrealistic even for a videogame!!

The issue you guys seem to be forgetting about the Panzer 1C is its power-to-weight ratio. It just doesn't accelerate or climb hills like a BT-7 does. On top of that, the BT-7 carries a more effective and reliable gun in the 37mm ZiS-19.
Aside from the BT-7, the others that come off the top of my head are the American T3 lights, the M3 Stuart and the Premium M22 Locust. Both carry the 37mm M6(proper reliable tank cannon), both get over 25 horsepower per ton(26-27 HP/ton, I believe, for both of them), and both have a decent level of durability for T3 lights(240 health + 38mm front hull armor on the Stuart; 250 health + extremely well sloped 25mm front hull plate for the Locust). Stuart is more maneuverable, but the Locust is a smaller target that's harder to hit.
