personal rating - what is good one?

Can anyone fill me in on this new personal rating system?   (mine is 1419)   What is  considered  
bad, average, good   etc..?

Meaningless. Since it takes into account battles played.

I would disagree. They ADDED many things and implemented ONE useless thing.

It's normal to feel threatened by the changes made, as really, most, if not all of the stats generally looked at by players, are still there, just in another location on-screen. And really, I consider the new service record to look much better than the old one, feels a lot more professional and modern, and not like something you could draw up in Excel.
I'd say, 1500-2000 are "average" with ~7k battles. So chances are, your stats are also in the "average" range, taking battle count into account.

I like the new look on the service record page.

You can still get to the other information, but it's easier to track the various medals/awards.

It's also normal to feel dismissive towards any metric that weighs battle count as two players with otherwise identical stats can have vastly different ratings. I know part of it is to punish rerolls, but does it really? Especially considering how few people take it seriously anyways?

XVM used to tell, spec damage, average damage etc..... WG's new servive record has some of those

new service record is absolutely horrible when you have 150+ tanks in your garage and want to view individual stats.

Thank you cavman276 :)  I thought I was a lone voice. Perhaps I am resistant to change but regardless, I dislike this new fancy look and feel to teh servie record- the one thing I really realy loved above all else was to see how many victories I had and directly below it, how many losses. I liked being able to do the subtraction and see how many more wins then losses I have- I am always so close to the 50%W 49% L -that it mattered to me- now I have to go hunt for it- lazy poodles do not approve!

Some of my tanks have a really high Fun-o-meter ranking but don't give me great stats.

Never lose sight that this is a game.  I find it amusing when people talk about grinds, miserable this, terrible that, hard work...time to roll that desk chair back, step outside, breath some fresh air and focus your eyes on something far away.

Look at noobmeter.com or wotlabs.net, Either efficiency or WN7. Overall numbers don't really mean how you're playing now, look at ~1000k battles or 60 day stats.

There is NO Personal rating or Eff rating that works well enough to be considered meaningful.  They are toys stat whores use to pretend they have ePeen bragging rights; nothing more.
Do yourself a huge personal favor and ignore them. If you want to improve monitor and study your individual, skill specific stats and work on those.  At the same time develop your Situational Awareness (SA) skills. SA is the single best skill to master.
