So, i log into the game, and i start playing and it starts out as like 12 fps and then it goes to 4 5 or like 1 fps how do i fix this problem, thats if i can

Well normally I would flame on the douchebags who say upgrade your PC to w/e the newest expensive unnecessary peripheral is, but in the case of 12FPS (Assuming your running @ min settings) then you most definitely need at least a little boost to your PC power bro.

I can run about 20fps average on this tablet PC on low-power setting (to prevent overheating).
All i do is run Gamebooster and disabled the particles using this low resolution pack (all i did was replace the original "particles" folder with the one in the pack. I did this a while ago, so your results may vary.

First set everything to bare min graphics.
Then try this:

(Note: You can try forcing it to 800x600 for a decent boost but it kinda misplaces all the menus and such, up to you if you care or not.)
Then use the control panel for your video card and create a profile for WoT, force everything to minimum, no filters, performance level quality, etc.
You can also google a program called gamebooster that will disable unused windows programs to free up a bit of power, for some pcs this works more than others, but it's freeware so it's worth a try.
Finally next big patch in the notes there are a few more options that you can turn off.
If this all does not give you a playable frame rate then you are out of luck with your current PC. Dual cores are going for dirt cheap these days and with a $100-150 card can run pretty much everything on high/max.

Hello peeps,
having same prob with low fps but it only started when i DL-ed latest patch, before patch i rolled with 40+ fps and now i barely go over 10 fps and most of the time I'm on 3-4 fps whole fight.
I've lowered all settings to min. and still no change.
Anyone with any idea what's happeniing?

Check your video card vendor for an updated driver. That helped for me a bit. I'm using Nvidia with Win7-64bit and they published a new driver a few weeks ago.
