the aiming point gets flaky at hill crests.  it jumps up significantly above the crest or drops below the crest, where you shoot the ground.  i have to charge over the crest to get on target.

This is due to the fact that your gun is largely dependent on where your hull is pointing at. Most tanks are bad at aiming downward.

An exception to this are the american tanks, namely the M4 Sherman which is great and aiming down.

You problem is normal, and was an issue during world war 2. Will not change, but your personal skill can compensate.

No it's an issue with the auto-aim system. It will 'snap' to objects, sometimes in an odd manner. It can (or at least could) even be exploited to fire on tanks behind a slight hill. The best way to get rid of the auto-aim behaviour is using manual aim mode aka zoom in.
