On my Panther i'm aiming for maximum aiming time and accuracy to help get quickly aimed shots at mid and close range.

I plan on getting Vertical Stabilzier and Gun Laying drive, but i'm stuck on choosing my third piece of equipment.

I'm stuck between the 5% crew and the wet ammo rack, the reason why is that I have no idea on how much the extra 5% to all crew members will effect my guns performance. (Edit: idk if it even does anything to my gun)

Anyone able to help me out with this? I wanna know how much of a difference i'l get from the extra crew skill if it does anything to aim-time/accuracy.

5% Will boost all of your crew a little bit (This includes your gunner and loader. So slightly lower reload times, aim times, etc.), but personally I'd go with a rammer, camo net, or spall liner for the third slot.

You are technically missing a gun rammer to complete your tri-fecta of gun operations.

I don't see the 5% as useful if your running 100% already. I like camo nets because they are cheap, but crew camo is much better. The wet ammo rack only if that tank gets a lot of ammo rack hits like the tiger. You should be noticing this by now if it is the case.

I can't say this with complete accuracy, but before the wipe my clan and I noticed that if you had a maxed out crew a ventilator would offer a near unnoticeable but useful boost to tank performance. Specifically, on the higher tuned tanks(Like the PZ3/IS3/T54/DB/M7) there was as much as an extra 1-2 degrees per second of turret rotation, or a .25 second faster aim time or an extra kph/5 seconds of accelleration on good ground. Not much, but if your tank and crew are maxed out it can help in those 1vs1 slugfests sometimes.

Spall-liner is the second most useless item in the game, grousers are 1st.

if you are tring to increase your rate of fire go with the rammer.your other two slots are for the gun to aim quicker why not load faster.

Get the vent. It even affects 2ndary skills. That's the set up I use. U'll notice better acceleration, handling, aiming. And screw the gun laying drive. You have a verical stabilizer. Get the rammer on every vehicle you own.

First of all, there is a big difference between a 99% crew and a 100% crew. It feels about the same as the difference between a 90% crew and an 80% crew as far as turning shooting/reloading, driving and spotting are concerned. You notice when you have an accurate gun and a 100% crew that you can shoot at long distances at a perfectly still target and still miss. For me I was sold the first time I had a 100% crew with vent on Malinovka. At a range of over 500m I was repeatedly hitting the tanks hiding in the windows (sometimes you still miss because the game is random). Without vent my accuracy was something like 1/3 and with vent it was something like 3/4 shots were hits. Your mileage may vary depending on the tank and gun you are using.  

Bear in mind as well that a 100% crew gets a 6% bonus not a 5% bonus because the game rounds up apparently once you max out the crew. Personally I don't think I would use anything except vent on a tank aside from the fact that it is expensive (if you use them for every tank).

I would actually skip the gld as it only works when you are motionless (I find most German tanks accurate to get close range shots while on the move or at reduced speeds) . The stabilizer however will  reduce your aim time when you need to shoot and get out of the enemy's line of sight.

I have a tiger and I have been saved twice by vent from fires. Instead of dying I was left with some small pittance of hitpoints (29 & 12).

On my Panther I had rammer (MUST get for any tank you play seriously), vertical stabilizer (I believe it's a more cost effective upgrade than gun laying drive as it will keep your reticle smaller any time you move your gun), ventilation. Ventilation makes a difference.

Depends on what you drive. The heavier your armor, the more useful it is. Worse than useless in a light tank, but really useful in stuff like a KV.
