Looks like a diversion from Ural Steel.
Also no specified prizes and when the battles are going to take place.
Please add more info. This seems disorganized. Please put some more time into this.

based on previous tournemant experiences:
your team will have to give enough info that the organizers can find each member in game
you'll have to be on a team to compete... there's typically a thread of folks looking to join a team, you can post there, or register your own team, and pick 19 other players to join you.
they will send you an invite to "special battle room" that is very similar to the company forming setup
your team will show up in the bottom, and the captain will move members up, and they will select their tanks (you usually have 15 minutes or more for this) Once a member is ready, they can close the special battle window, the match starts Wash, rinse repeat

we also need a thread or forum where people can look for a team to join for the tournament

This from the "How To Join" thread:
Quote
In order to register as part of one of the already created teams, the player must do the following:
1. Log-in on the WoT website. http://game.worldoftanks.com/.
2. Follow the link to the "The Drill" Championship and familiarize yourself with game rules. Click the “Participate” button. There you can see the list of teams and study their descriptions.
3. Clicking on the name of the team will transfer you to the page with more detailed info about the team such as description, and list of already joined players. There you can make a decision about joining by pressing the “Join Team” button.
4. Confirm your desire to join the team by pressing “Yes” in the confirmation window.
5. After doing all that, the nickname of the player will appear in the list of team participants.
6. If the player decides to recall the request to participate in the team, player can leave the team by pressing the “Leave” button which is located on the team’s page.

From my reading of the rules, you can have a pure tier Four arty team.
Just imagine, 15 arty taking on 12 KV's!
A tanker's dream revenge on stat padding, kill stealing, camping Arty!

Sure if you want to directly randomly join a team without talking to anyone from that team, that's one option. But a recruiting / request to find a team thread is always useful to have.

Teams are usually made up of 14 people (at 60 points).
For every person you field under the full 14, you lose a point - so 13 players would be max 59 points, 12 players max 58 points... and so on.
I'm guessing, but that is the way they have always done it.

I don't really want to know your guesses about how it will work (however they are likely to be correct
'enough info' - that's not at all clear... for the Ural Steel event they needed to know extra details because they were going to be flying the winners to Moscow... its not at all clear what they need to know over and above what they already know when someone clicks to participate.
'on a team to compete'.... availability is the issue... if we don't know when the competition is its difficult for people to commit to taking part.

agreed. We(the players) Need to know:
What times you anticipate the Battles will take place
What dates you anticiapte the Battles taking place
and exactly what Information a team captain Needs to get from his/her individual members.
These are Essential Information Items.
