I'm brand new and i was wanting to know a simple, cut and dry, desription of the Factions, and what are the best starting units

Do a search. There's been MORE than enough written about this.

There is no single 'best' nation. Each tier, each type, each branch has different qualities. There are lemons and great tanks in every nation. You are looking for an answer that Does Not Exist.

Click on each faction for a description. Doesn't matter which starting tank is the best, what tanks you want depends on what tree you want to go down, Medium tanks,Heavy tanks ,TDs.

Generally speaking:

Russian Tanks seem to excel at close range slugfest.
German Tanks are excellent sniper/standoff combat tanks.
US Tanks seem to be high DPS but very weak bodies.

That really helped, not like those others, Thax

i like to do more of a stand off/ support role, letting other player draw out the enemy and then help with the kill, or cover my team as it advances
what fation should i go with, i'm thinking the germans

Not so easy...

Russian Heavies - Assault Tanks
Russian Mediums - Escort (Assault for T-54) Tanks
Russian TDs - Firing Bushes (nothing else can be said)

German Heavies - Front Line Pushers (they basically have great front armor but lack it from sides and rear), Tiger I is exception since it's Long Range Supporter
German Mediums - Long Range Supporters
German TDs - Escort / Front Line Pushers

US Heavies - Almost Undestroyable Turrets
US Mediums - Escort (even M26 Pershing performs better if he moving in second line)
US TDs - waiting for them

Overall:
Russians - Fast and Furious, usually a backbone of assault
Germans - Professional Snipers
USA - Great Flankers and Supporters

It's incredibly difficult to generalize the factions. Keep in mind, OP, that the tanks' abilities depend on how they performed historically, which was much less focused than you see in some games. You can only generalize entire tank lines sometimes, and even then only specific types.

From what you said, you would be interested either in German mediums/heavies (which tend to have accurate guns which can be used at a good range) or any faction's tank destroyers (though US TDs aren't out yet). German TDs towards the upper tiers tend to emphasize heavy frontal armor, whereas towards the upper tiers Soviet TDs emphasize remaining small and having giant guns (all TDs have better guns than equivalent tier vehicles, though). Up to tier 6, however, they're all largely glass cannons.
