On the armor penetration stats it has 3 numbers(ex. 67/130/25), what does each one stand for?

Average penetration. Actual varies +/- 25%

1. as ruleslaywer pointed out above it's not a hard number  that's an average.
2. Tanks have different armor rating s on their front / sides / rear /top.... and the Turret often has different numbers as well  (thus making Hull down spots potentially useful)
3. Angle of impact vs angle of armor  if you don't hit it pretty square on, the round will not penetrate (exposing the importance of crew training)

The armour on any part of the tank isnt the same through out.  The front of the tank might say 75mm of armour, but that is an average.  Some might be as thick as 100mm, some as thin as 15 (just pulling numbers out of the air).

You will learn that you have to hit certan tanks in certain places.  For example, hitting the Maus in the turret on either side of the gun is almost a guaranteed penetration every time (with tier 8, 9, or 10 guns).

There are some possibilities:

- That armor might be sloped. For example, if it is sloped at an angle of 30 degree from horizon (like T-34), then the effective armor is doubled.
- You are probably not shooting it from perpendicular. The effective armor increases depending on the angle of your shot.
- 112 armor penetration is the expected value of a normal random variable. Your actual penetration per shot will not always be 112.

Also your penetration drops at range. Listed penetration is for 100m IIRC.

Also keep in mind that penetration varies over a range, so you could get unlucky for a few shots.
