The question isn't why it's playing, the question is how do I get that in my garage?  Monty Python is epic.

The song is actually "The Liberty Bell" march by John Philip Sousa.  It was chosen by Terry Gilliam for the Monty Python Flying Circus shows theme. 

 

It is also played by the US Marine Corps Band at presidential inaugurations.

And it was chosen because there was no copyright on the music, so it was/is in the public domain.
