HE shots that don't bounce but don't do 1 hp damage can light you on fire.

Should probably cap the ability to set someone on fire to 1 or more hp dmg shots.

i would rather just have the fire than the dmg from the shell too....

You stand to take more damage in general with your scenario compared to communism's. If a tier 4 with an fast gun firing HE shells shoots at an IS-7, he most likely wouldn't do any damage, but could still set him on fire and gank him that way. But if it was modified not to take any damage from zero damage HE shots, then you could laugh at them while they shoot at you.

However, HE shells in general are supposed to be able to mess you up indirectly.

I have a feeling that would take a while,  and he'd of shot you long before he got lit on fire
