Its always greened out and when i spam the button to use it, nothing happens. Was wondering if its a passive thing or a consumable (ie. use once for like 2 mins of 5% turret speed and movespeed?

It automatically activates at the start of the battle. Hope this answers your question. :)

It lasts for the entire match.

It is used automatically when the match starts, and it lasts the entire match.  So if you have auto-resupply on, you are being charged 5000 credits after every match with it equipped.

I'm pretty sure that 100 octane gas is safe. it's the remove speed governor for russian tanks that can burn the engine up.

Yeah the 100 octane is safe, it's the Russian engine meter thing that give you a %10 boost you gotta watch out for.

Its a passive consumable that last the entire match. Once the match is finished, the octane gas expires.
