Is my T34 and higher 'Scout' tanks for the moving rule?

I read a rule that Scout Tanks do not get a penalty for moving in regards to being spotted.

How can you tell which tanks that applies to?  Is that a rule?  Does my Russian T-34 through T-54 count as scouts?

Tier 4 light tanks count as scouts. Luchs does as well.

I think that it can be said that any light tank is a scout. I would not consider any mediums tier 5+ to be scouts. The Pz3 works very well as a scout though. It is a tier 4 medium.

Any light tank is considered a scout tank. So the rule applies to all light tanks only.
