What does it mean when a gun only has 2 penetration values?

Then, there are only two types of ammunition for that tank.

It means it only has two ammo types available, Usually HE and HEAT.

Lower number is the HE

Higher number is the HEAT.

They are listed in the same order as the ammo will be listed, when buying or reading descriptions etc...

Look at the bottom of the gun's info panel. For most guns it's AP/APCR/HE. For guns with two, it's usually HE/HEAT.
