Posting it here because at first glance, it makes the most sense.

 

Looking around on Google images, i came across a couple random AFVs(?) from a sketchy Russian website.

last one is a little  more normal.

The second small picture in the spoiler section is a Carden Loyd One man Tank, Mark III, missing the wheels and gun.  It was a stupid tiny thing.

ok, I thought "this looks a lot like the pic on wikipedia of an Ausf S" and then I realized no, it doesn't at all.  The construction of the turret was different, with curved sides and a projecting front.

First picture is a mock-up of a German tank, based on the AT-P series of Russian artillery tractors.

The answer is:

 

"PzKpfw. 38 (t) – Technical museum, Tolyatti, Samara Oblast (Russia). The turret of this tank and some parts on the hull are reproductions."

 

So they managed to acquire a 38(t) body, but had to build their own turret.
