Sniper Reticle

Youtube features several WOT trailer videos. I recently watched one on TD's. They show a TD with a sniper style reticle/crosshair. Has range meter and such. Is this a MOD or something thats available in higher Teir TD's ( only have a Hetzer so far). If anyone has any information on this can you let me know how to get it. Cool Scope in the video. Thanks

when in game click "esc", the click the "options" that pops up, go to the last tab that shows up, and that lets you change
