back to HE. the problem is on the mechanics, HE behaves in a realy akward way becouse its coded to behave like that.
HE mechanics in a nutshell for a non pen hit: 0,5 * dmg *(1-impact dist / splash) -1.1 * nominal armor thickness*spall coeficient and quite sure that when it comes to spaced armor that formula is aplied twice.
heck i have hit ue 57 side tracks + 6mm armor with a 105 and he took less than 100 dmg wich is not a surprise when you do the numbers
hit tracks = 0.5*410 = 210 dmg
remaining damage vs hull= 0.5*200 - 6 = 94
if you hit the tracks or gun with a low roll, the double reduction + splash distance reduction could produce a damage low enought for hellcat armor to negate it.
personaly i think HE formula needs to be reworked in a way where the reduction is % instead of flat (nerf to big hitters without making smal calibers useless) and more based on the nominal armor.
furthermore they need to split cannons HE with arty HE, otherwise its simply imposible to balance the round when you have on the same tier 90-120mm guns shooting 100-150mm of nominal armor (front sides) and 150+ guns hitting 50mm of armor (roof).
