I just got a T28  yesterday and have been using it. The one problem is that i have hit over 20 people with it saying critical hit, but it absolutely does no damage whats so ever. I dont get it. -.-

It damages a module or kills one of the tanks crew members.

It's a bug. You may have damaged a track, or gun, or engine, or wounded his radioman, but haven't caused any actual HP damage. Everyone gets an unlucky streak once in a while. I tend to think of it this way:

My tank was hit, the shot didn't go through the armor, but say the runner got a black eye from leaning against the sight when the shell hit. The gunner is now "wounded" (critical hit!!), but the tank is just fine.

But I believe it is a bug

Not a bug, just not universally appreciated.

It is not a bug.

Its module damage, be it you take damage or not to your HULL HP, its still module damage.

I still believe if you dmg a Module that it should cause hp dmg in some form or fashion

this is why i prefer to use he rounds even if dmg is not that high

Waste of ammo and reload time, you do not get paid for critical damage alone.  Gets worse when you start firing 1000 credit shells that track guys several times (of which rarely results in team mates killing the guy in the open), the radio is gone (short range combat FTW, fail range concept FTL on small maps. still no chainsaw bayonet options in an "arcade simulator"), observation device is destroyed but who cares as the guy is again usually in front of you.

Actually, I believe you do.

If it happens, its for the hitpoints of the module which way lower then then the hull and is no where near the ROI of the shell if you hit actual hitpoints instead of useless objects which basicly grant an additional 300+ hp per shot to the enemy tank.

I am almost certain not. If you DO get paid for module damage, it's such a small amount as to be basically meaningless. I actually wrote down one of my SPG results once, because I think it illustrates the reward you get for critical hits: I once got 13 hits with a tier 3 spg, and got 41 exp for the round, and that's not near misses. That's direct hits, as counted by the end of battle scoreboard. If you work out the math for that, for every direct hit with a 200+ damage HE shell, that's 3.2 experience points. And that's all experience from all sources: you also get a share of the team exp just for showing up and driving around: so likely the exp generated per hit was MUCH less. I also tracked at least 2 guys that round, one of them being a tier 6 heavy tank.

It is possible that you get rewarded for module damage, but if so, the reward is so small as to be essentially meaningless. A single good penetrating SPG hit that does hull damage is worth an easy 41 exp in tier 3. Firing a ton of critical hits at a guy who does not take hull damage means almost nothing. It's just a waste of money on ammunition.

the critical  hit does not mean a "Good" hit, it just means you did damage to one of the tank subsystems, but many of the subsystems are fragile and unimportant, and quickly repaired. Tracking a guy is situationally useful, but often irrelevant, and most of the rest rely on you actually penetrating the enemy tank, or having a precise enough gun to drop shots through the enemy view slot or machine gun port. Just ignore the terrible announcer saying irrelevant stuff, like when you get a zero damage "that one went right through" hit.

how much health does a track or an engine or something have? Sometimes my shots damage it and sometimes they completely kill it.

depends on if the shot penetrated or not, a non perciering shot is half of the damage of a shot penetrated by 1 mm of diference,
also a critical hit on the tracks of a ligth tank makes hull damage
