Not doubting there are other low tier tanks which are fun and good at what they do but I don't see the point.  The games are less competitive at low tier and you have to fight on Widepark.  I can't say why other than that the teams are just more irritating down low, much if the time.

ELC is kind if a wild tank because it sort of inverts all of the rules.  It has no parallel in the game because it is a scout but it also isn't a scout at the same time.  I honestly wouldn't want them to give it more health because it is thrilling to play such a low health tank.  I actually enjoy being bottom tier in this because you have free reign.  It is actually fun when people yolo you because it becomes a contest to stay alive by dodging shots and obstacles.  I don't feel like it's sealclubbing and if it is I really don't care because it is more fun than playing easy mode tanks, whatever those ones are.

I used to failtoon the elc into tier 10 games and farm them just the same as low tier tanks. Super high camo + super high pen 90mm gun = fun

It helps that basically all tier 10 tanks are way too big to hit the elc if you get close enough, unlike at low tiers where tanks are much smaller overall.

How do you feel about the AMX 40 to be given a much more powerful engine, a weaker turret but with a better gun (presumably the SARL's 47mm), and hull armour staying as good as it is? Might be a fast Matilda at that point.

honestly I wouldn't care.  It isn't OP-ness that makes me like ELC it is play style.  I enjoy fighting enemies that will yolo and can one shot you.  It is a thrilling challenge, the same as playing at the highest tiers, and unlike playing supposedly OP tanks (I have a standard gun not derp gun on my M4 out of principle) I truly believes that it makes me better at playing the game in general.  There are other benefits as well:  running the tank with improved fuel throws off the aim of enemy tanks.  I think that this tank is unforgiving but it is worth the learning curve to fight against supposed stat padding tanks like the Crowmell, T67, etc.

if none of that then it's the age old excuse that I am playing it for fun.  It really is fun, even that bad map Widepark.  Going over the crest is like making a charge into the breach in a manner that the French would consider emblematic of their war spirit.  The tank is actually the perfect French vehicle, charging, breaking a lance, and regrouping to charge again with great Élan.

I have that with the AMX 40 currently. I don't even use the top turret, the first one makes the vehicle a little weaker, a little more short-sighted, but you get the full armour package unlike with the second. It's more fun, it's more challenging- even penetrating tanks your own tear stops being a given, but at the same time you have much more projectile velocity and lower aim time and accuracy values.

It becomes a sort of laughable ambush tank, where you creep up on people and find moments of weakness to exploit.

what the heck is the matter with you?  Playing tier IV is like taking it from a corkscrew penor

Would that be an observation based on personal experience?  I've never heard it put quite that way before.

My IRL friends and I rebought the Ducks and, during an equipment sale, kitted them out.  We have designations that we play with when tooning them for lols.  I am Scout duck and have the Coated Optics, Vents, and I think the tougher tracks or something.  One is the Sniper Duck and has the GLD, Rammer, and Vents, and the other is the hvy Duck with the spall liner and Toolbox.  It is a terribad tank but it is hilarious to play.
