I have a M4A3E2 Sherman Jumbo equipped with improved ventilation class 2 and all crew members with 100% Brothers in Arms skill but yet the bonus for concealment does not apply but do apply in all other areas of the tank, mobility, spotting and firepower. This is the only tank that does it.

bia raises all skills on the crew like aiming, rof,  mobility, but not the camo raiting wich depends on the tank type, for the camo bonus you need camo crew on every member.

Every crew member does not need the camo skill for your tank to benefit.  However, the more crew members that have the camo skill, there more advantage you gain.

BIA and vent both will up all skills by 5% each.  This includes camo if you have trained camo.  Just remember camo in based on average of every crew members' level.  Adding camo to the vehicle and a camo net, for when you are stationary, will also help.  This, however, is factored from your tank's camouflage start value.  Which for the Jumbo is not good to start with and get worse with the second turret.  The E2 was never intended to hide, it is a second line beast.  It is slow and struggles to keep up with the action, but has no problem coming thru to cleaning up the mess.

Why do you think that BIA is not improving your camo rating in the Jumbo Sherman?

If you look at the various tank analysis web sites (for example the link from tanknumbers, below) you can see that BIA does indeed raise the camo value of the tank even if the crew members don't have any Camo skill.

Of course the bonus from BIA is not very much (in any tank) so you're not going to be able to tell the difference just by playing the game. If you are relying on personal observations during battles, you're never going to be able to tell the difference.

Simple, it is not saying it is being added in the in game bonus breakdown.

Camo effectiveness has mostly to do with the tank. I laugh when I see a KV-2 with camo. Real stealthy tank there.

OP, it is showing that Brothers in Arms and Vents does not apply to concealment. No OP, Brother in Arms and Vent only apply to the tanks once the Concealment skill is starting to be trained on that crew.
