An extreme example of why DPM isn't always what's important.

There's is a tank at tier 6 that when fully pimped out (with enhanced equipment but no directives) has a DPM of 3762. You can check this in-game with the vehicle comparison. However, even with this much DPM it still sucks balls. This is because of a very limited gun arc (up,down,left,right) combined with extremely low speed and poor penetration even with premium rounds, not to mention unimpressive alpha damage. This tank is the AT 8 with the stock gun (same as the Excelsior, similar to the M3 Lee).

high dpm usually means more tank exposure to incoming fire. That's why i stick with the large gun on the E50.

DPM work best when you can't receive return fire while dishing out shots after shots. To use an extreme example in the game, it's situation where you have permanently tracked an enemy tank that can't shoot you in return. 

More often than not the vast majority of engagements are peekaboos where the alpha guns shine.

High DPM is only superior to high alpha when the tank can consistently use it's DPM without risking too much in return.
TD's usually rely on their camo and accuracy for this, Mediums usually their mobility. But TD's usually have high alpha as well so, less risk more reward. or in the AT's case, it's suppose to be enough armor to tank hits while using it's DPM, but it isn't very hard to reliably penetrate. So it tends to fail in that area.
