Lagging reticle problem

I've been having issues with a choppy reticle pertaining to aim time and turret rotation since the latest patch.  It's really affecting how I can select targets and aim especially at a distance. It almost looks like lag but my ping is as solid as it was pre-patch.  Everything else in game seems fine graphically.  Is anyone else having this problem?

Its packet loss.

Here are two ping plotter reports. One from yesterday night and the other one from this morning.

There are issues in the mid-west Inet  for some reason

that makes sense I figured on something internet-related but with my ping more or less normal I was stumped...

Hi, I am having the same issue, problem is I`m in South Africa (don't know if its got to do with packet loss). It is as if the turret is really lagging to catch up with the reticle. In the past ( a week ago) the turret was a lot more responsive towards the reticle. For example if I zoom in towards a target my turret would be there on its heels focusing in, now if I zoom in my turret is searching for the reticle (type of) and it is if it`s unstable (bobbing around). No joy in playing WOT here.
