Perhaps a tiny improvement.

Win 10 has efficiencies over previous OSs.

I upgraded to WIN10 last year and haven't had any problems with WOT. I've had more work adapting to WIN10 but haven't noticed any problems with WOT or WOWS.

Did your PC perform any better as a result of the upgrade to Win10?

That was the question from the OP.

Game runs fine on either.  One of the things I did not like about 10 is, Windows Edge can not be turned off and it's a resource hog.  I'm not sure if that's just a Creator issue or not.  You as a user, also do not have as much control over what can be turned off.  If you like the 10 interface, then give it a go.  Overall it's slightly faster than 7 like Bulb said.

My PC runs good after update, only problems I have is with it automatically downloading OS updates and lack of user controls over some of the stuff it does. When I get on Internet or try to play and everything is sluggish I check the windows update and if it's updating I usually have to wait until it's finished. I'm wired to router so I can't turn off the updates like what's possible for a wireless connection.

Widows update always seem come in at the MOST inopportune times.

Agreed!
